The Government, by G.O. (P)No.2/2004/SPD, dated 23.3.2004 have given “the facilities of direct purchase as 
    provided under Para 57 (a) (i) of Stores Purchase Manual” “to the electronic products of Rutronix for a period 
    of five years”. As per this,Electronic Equipment including Computers and Computer peripherals can be purchased 
     from us directly “exclusively without tenders”.

						ORDER

    As per letter read above, the Managing Director, Kerala State Rural Women’s Electronics 
    Industrial Co-operative Federation Ltd., (Rutronix), Thiruvananthapuram has represented 
    Government to include them under the provisions of Stores Purchase Manual and to allow 
    the facility of direct purchase by Government Departments and Public Sector Undertakings 
    envisaged under para 57 (a) (i) of the Stores Purchase Manual.Therefore as per Govt. order cited 
    as 2nd above Rutronix had been brought under the purview of Stores Purchase Manual. 
    
    As per para 57 (a) (i) of the Stores Purchase Manual, products manufactured by State Public Sector 
    Undertakings will be purchased from them without tenders for the first five years after they have 
    gone into production, the prices being fixed by negotiation.  Government have examined the matter 
    in detail and are pleased under para 57 (a) (i) of the Stores Purchase Manual will be given to the 
    electronics products of Rutronix for a period of 5 years for each items they produce from the date 
    of production of each item provided that the item is substantially different from the product which 
    the firm would have been producing earlier and that the quality of the product is proved satisfactory.

Rule 57(a)(1) of Stores Purchase Manual (Extract)                                  

PURCHASE FROM GOVERNMENT SOURCES                                       

57 (a) (i) Products manufactured by State Government Departments and State Public Sector Industries 
and institutions will be purchased from them exclusively without tenders for the first five years 
after they have gone into production, the prices being fixed by negotiation. Prior to such negotiation, 
the purchasing authority should ascertain the normal market prices by enquiry from as large a number of 
suppliers as possible. If the price required by the State and Institution is over 25 per cent above the 
normal market prices, the price is to be reviewed and finalized by the Minister in charge of the 
organization/by the Minister in charge of the department, which makes the purchase respectively. 
If even after such review the cost and prices are over 25 per cent above the normal market prices, 
the purchase should be finalized only after consideration by the Council of Ministers.
